Flowers by the Grave

One of the ways to school cuts through some rice fields. When they made the road they saved as much of the fields as they could and as a result the shoulders are all but non-existent. There is a small shrine at the end of the road, and while I've tried to read the sign posted, I can't understand it. I'm pretty sure part of the meaning of the shrine is a dedication to those who have died on the road.
