I think that stuff is yuk!
Everywhere you look in Japan there is rust. On buildings, signs and sign posts, fences, etc. That runoff looks reddish so maybe it is rust from everything that is rusting.
@Jacob: It is.@ Tornadoes: I think it's rust too, but I don't like that it's going into the water. There just isn't the interest or money to fix it.
