City rain always reminds me of Johannesburg. Your photo looks exciting and dramatic which is what rain is like in South Africa. In UK it is drab and dreary and oppressive.
I'm glad that's the impression it gives. I've never heard the word "exciting" associated with Sendai though. :)
Perhaps I would have to visit!!
