I've finally figured it out. Sendai reminds me of the architecture in Johannesburg. A lot of it looks familiar, like in your Silouette from yesterday. The cities must have developed around the same period.I like this blog.

Here's a shot of downtown Sendai. Something I noticed right away is how there are less business putting up the advertising on top of the buildings.
