I like that is bright and active looking. I think every city should have a lively, bright entertainment district like this. LA is building one right now and it may also include bright signs like that.

It is active - for Sendai.
This is the place to go for nightlife in Sendai. As small as one strip seems to be, there are a lot of cities around Tohoku that have much less.
