This statue is in Kotodai Koen in downtown Sendai. Tanikaze here was an Ozeki from Miyagi in the 1700's.

Near Kencho
Kencho is the prefecture office building in downtown Sendai. (I suppose it more accurately refers to any prefecture building in any prefecture capital.)
