Looks almost like some of our junk food shops in the malls. Places where the owners hope to sell cheap stuff at high prices and pocket the profits. I think the giveaway is in the signage. Cheap stuff always had big, ugly, signs.
This type of store is all over around here. It's basically a neighborhood grocery store, but they will all be gone soon - replaced by convenience stores.
